Reforms, the first step towards good governance

 A seminar under name of » Towards reforms and good governance « was launched at Afghan-Korea vocational studies institute’s conference room for centrals and provincial directors by Ministry of labor, social affair, Martyrs and disabled with the presence of Faizullah Zaki minister of labor, social affair, Martyrs and disabled, laluddin Aryubi deputy minister of administrative and finance, advisers and board members of the ministry.

Seminar was started by the recitation of some Ayahs of Holy Quran and playing the national anthem of Afghanistan.

First of all  His Excellency Faizullah Zaki minister of labor, social affair, Martyrs and disabled welcomed all the guests and participators, said that the purpose of this seminar (Towards reforms and good governance) is significant  and important step in the biometrically enrolment of disabled, retirees and martyr’s families  throughout the country added: for full implementation of this process we have invited all the provincial directors of   labor, social affair, Martyrs and disabled in Kabul to share their ideas and experiences, get more directions and use all these reserves in their work fields.

Fighting corruption and defending the rights of the disabled, retirees and martyr’s families is our religious and national duty and all the board members of labor, social affair, Martyrs and disabled ministry are committed to reforms Mr. Zaki said.

Ministry of labor, social affair, Martyrs and disabled in paying for almost 300000 martyrs’ families, disabled and retirees rights annually and this ministry registered 134000 retirees which 107000 are in Kabul city and the remains are at the provinces and up to now we have biometrically enrolled 90000 of them said Faizullah Zaki.

This is a significant and important step for the prevention of ghost martyrs’ families, disabled and retirees and I wish from all the retirees to biometrically enroll themselves in specific time because without enrollment we won’t pay their annual rights.

After that the biometrically enrollment system of martyrs’ families, disabled and retirees was inaugurated by Faizullah Zaki Minister of labor, social affair, Martyrs and disabled and replayed with comprehensive and coherent answers to some questions of journalists about the problems of martyr’s families, disabled and retirees at Kabul and other provinces, prevention of ghost martyr’s families, disabled and retirees, labor migration, entrepreneurship and high unemployment rate in the country.

His Excellency requested from provincial directors of labor, social affair, Martyrs and disabled to be so careful and respect all the martyr’s families  , disabled and retirees specially prepare more facilities for women and create a mobile team for those martyr’s families  , disabled and retirees which aren’t able  to  walk  or come to offices for registration and enrolments, this team should have the duty to go to the homes of these kinds martyr’s families, disabled and retirees for biometrically enrollment because protection of our national treasury and the rights of martyr’s families , disabled and retirees are the our religious and responsibility of our conscience said Mr. Zaki.

Agha Muhammad Haidari director of information technology gave details and information about biometric system, how to enroll and answers questions of the participants about this system. 

Khalil Rahman Ghaznawi acting general director of retirement’s treasury explained about how to implement this system at retirement’s treasury in Kabul and other provinces and said: biometric trend of retirees was started almost one year ago in Kabul and 8 more provinces and enrolled 118000 retirees up to now and opened bank accounts for them.

Also 90000 enrolled people achieving their salaries through this system he said.

Naimatullah Atif general director of skills development explained about the creation of a new vocational training board.

Ghulam Mustafa Harouni general director of law and labor terms improvement gave details and information about labour law and behavior regulation of civilian staff.

After that Khir Muhammad Nirow general director of human Power explained about the Afghan Government new plan to create 1million new jobs and launch labor national conference in near future.

Jamila Nuristani the general director of kindergartens presents a joint venture law blueprint to build kindergartens from public participation and private kindergartens throughout Afghanistan.

In conclusion his Excellency Faizullah Zaki minister of labor, social affair, Martyrs and disabled added: implementation of biometric system in different work fields of this ministry is a significant step for reforms, good governance, prevent corruption,  avoid time wasting and to bring facilities in the payments of   martyr’s families , disabled and retirees rights. He wished for full implementation of this system in the future and request from provincial directors to take concrete steps for their human responsibilities.

This seminar lasted for two days and finished with distribution of appreciation letters for the participants and prays for peace and prosperity of Afghanistan.
