Directorate of Human Resources

Directorate of Human Resource of the ministry of Labor, Social Affairs, Martyrs and Disabled, MolSAMD, is one the main supportive bodies in achieving strategic and executive goals in this ministry, this directorate is one of the bodies under the Deputy Ministry of Finance and Administration. It has consulting role in organizational development beside identification and filling in vacancies based on the Labor Law and other regulations of the Islamic Republic of Afghanistan.

HR directorate has five departments: Department of Recruitment, Department of Capacity Building, Department of Organization Expansion, Department of Archive, Evaluation and Executive, Department of Employees Co-relation.

The Director of Human Resources oversees the affairs of this directorate. Each of the above mentioned Departments are liable to the Director and he is accountable to the Deputy Minister of Finance and Administration of this ministry.

Goals of HR Directorate: This Directorate pursues five major goals:

·         Transparent recruitment of based on merit

·         Capacity building based on the employees daily tasks

·         Plan and organize internal affairs, evaluate the executions, promote and retire the employees

·         Facilitate sound and healthy working environment for the employees

·         Expansion of the organization structures based on the requirements


Under the Director of the HR, each head of the department is assigned to look after a specific strategic goal and they report to HR director.

The director of the HR in regards of development and progress in achieving its goals is accountable to the respective higher authorities.

Each six months, the director of HR reviews the progress towards the strategic goals and its receptiveness to the strategic and executive needs.
