Non-Formal Approach to Training, Education and Jobs in Afghanistan (NATEJA) AID10380                                                    

The Ministry of Labor, Social Affairs, Martyrs and Disabled (MoLSAMD) of the Government of the Islamic Republic of Afghanistan has received financing from the Italian Government and administered by IADC to support implementation of the Non-Formal Approach to Training, Education and Jobs in Afghanistan (NATEJA) AID 10380 project, and intends to apply part of the proceeds for consulting services.

Scope of Services

The purpose of assignment is to carry out awareness marketing and advocacy about importance of TVET and job opportunities it offers in the labour market and encourage people to participate in TVET programme for various audiences such as youths, jobseekers, employers as well as policy makers and legislators. The assignment will mainly cover i) Identification of key issues leading to low appreciation of TVET through Literature Review and Rapid Perception Survey in the center of Kabul and its four districts (Surobi, Bagrami, Paghman and Shakardara) ii) Developing public awareness marketing materials including audio, video and text.

A. Identification of key issues which leads to a low appreciation of TVET (specifically non-formal):

i)Review of the Related research and for understanding of the key issues in TVET sector (specifically non-formal), it is advisable that the firm review TVET related research and strategic documents. This task could be undertaken before starting the below survey for clarity of the situation

ii) Rapid perception survey: The firm will conduct the rapid perception survey for understanding the perception from the urban and rural perspective of non-formal TVET audience as well as those who received non-formal TVET training in past. It should also cover employers of non-formal TVET in private sector. Total respondent would be 196 (7% error margin) within Kabul province which should include prospective future non formal TVET candidates, those who have already taken non formal TVET training, self-employed within non-formal sector and employers of non-formal TVET trainees including women (30%). Focus group discussion(s) (FGD) should be a part of the survey. FGD composed of representatives from TVET Centers, companies, students/trainees, media outlets, labour unions and government agencies could be undertaken.

B. Formulation and Developing public awareness marketing materials:

Identification of key issues leading to a low appreciation of TVET that needs to be covered during awareness campaign is likely to result from the survey and analysis as mentioned above. Also, more effective means of communication to reach out to target audience. In light of the identified issues, consultancy firm needs to develop public awareness materials including audio, video and text in national languages as mentioned below.

The criteria for short listing of consulting firms shall be as follow:

  1. The firm should be in a professional business/registered for at least the last 3 years (Registration/License);
  2. The firm should have experience in executing at least two relevant consultancy service assignments with each assignment of est. value of 19600 USD. (Copy of contracts required);
  3. The firm shall be financially sound with an annual turnover of equal 16800 USD within any of the last three years, supported by Audit Report/Bank Statement/ Annual tax returns. (At least one supporting document is required);
  4. Management structure of the firm for the assignment supported by organogram;
  5. List of projects including details of project and of the clients served within the last three years, along with full details of valid reference from a client of including copies of one completed contract;
