Ministry of Labour, Social Affairs, Martyrs and Disabled (MoLSAMD) is functioning under the Social Protection Sector Strategy (SPSS) of the Afghanistan National Development Strategy (ANDS) mandated to address Labour and social affairs and deliver welfare and empowerment services to persons with disability (PwD) and families of martyrs. MoLSAMD facilitates employment opportunities through skills development projects for eligible individuals and supports poor and vulnerable groups with social insurance and social services including disability pension, kindergartens, and orphanages.


Capacity Building of MoLSAMD is one of the key priorities of this Ministry, thus permanent staff who serving under MoLSAMD’s Tashkeel needs capacity building support in several areas.  

The General Directorate of Policy and Planning (DGPP) based on this key priority decided to plan an educational tour capacity building program for technical staffs working under DGPP-MoLSAMD Tashkil.  

Through this educational tour, DGPP will further build the capacity of its technical staff and enrich project management (planning, budgeting, M&E, reporting and etc) knowledge of its technical staffs.  Conducting such educational tours will not only update the project management skills of the staff, but also impacts on maximizing their productivity. This educational tour will help them to familiarize with contemporary project management tools, particularly it will enable them to utilize the acquired knowledge into their day to day activities. 

The criteria for short listing of consulting firms shall be as follow:

  1. The firm should be in a professional business/registered for at least the last 1 years (Registration/License is required);
  2. The firm should have experience in executing at least one relevant consultancy service assignments with each assignment of est. value of 800,000 AFN. (Copy of contracts required);
  3. The firm shall be financially sound with an annual turnover of equal to 1,100,000 AFN within any of the last three years, supported by /Bank Statement/ Audit Report/ Annual tax returns. (At least one supporting document is required);
  4. Management structure of the firm for the assignment supported by organogram;
  5. List of projects including details of project and of the clients served within the last three years, along with full details of relevant related assignment reference from a client of including copies of one completed contract;

Note: All interested firms are required to submit their full company’s profile as part of their Expression of Interest applications.

The duration of educational tour should not exceed 10 days.  

A firm or institute will be selected in accordance with (FBS) procedures set out in the Afghanistan Procurement Guidelines

Please note that the applications received after the closing date and or failure to submit full company’s profile along with the required documentations will not be given consideration. Only those Consultants whose applications correspond to the above criteria and requirements will be considered for short listing.
